Hello Chris - There are no laws in Canada regarding the wearing of life jackets, although I insist my kids always wear them whenever the boat is under power or where conditions such as fast current or cold water are an issue. Thanks for the comment!
Don't know where they're from, but chances are they are breaking the law by not having a life jacket on.
